Alper's answer is in 'Simple Present Tense' because he uses the verbs 'goes and is'. That means I need to use 'Simple Present Tense' in the question. 

The subject in the first sentence is 'your sister' and my verb is 'go'. That means I need a helper verb. My helper verb with 'she' is 'does'.

In the second question, I don't have a verb and the subject si 'she'. That means the verb will be 'is'.  

This sentence is negative and 'can' is used as a model. 

That means I need to use can in the negative form with either.

The sentence is positive, that means I need to use 'too'.
